The concept of "energy saving" began to be used in many countries a long time ago, since the Soviet era.Today, energy saving is characterized by the conceptual apparatus introduced in the main Federal Law “On energy saving and increasing energy efficiency as well as on amendments to certain legislative acts.
Energy saving is based on an energy source that is an energy carrier that can be used in any activity.
The Federal Law on Energy Conservation also introduces the concept of “secondary energy sources”, which are energy sources obtained from any technological process not intended to produce energy.
Energy conservation is any activity aimed at reducing the volume of use of energy sources without affecting the primary function of their use.
Despite the high precision of the definitions, confusion often occurs in the concepts of “energy saving” and “energy efficiency”.In this regard, this section provides a definition of the latter.
Energy efficiency is a set of certain characteristics that reflect the ratio between the efficiency of the use of energy sources and the cost of the energy sources themselves.The effectiveness of energy saving is characterized, among other things, by the type of energy efficiency, which reflects the degree of usefulness of the product in terms of energy saving.To determine energy efficiency, special energy surveys are carried out.
Two living areas, with a capacity of 95 kWh per m2.In this regard, changes have been introduced that have led not only to the regulation of energy consumption, but also to the adoption of specific energy-saving solutions in residential and public construction projects.
Currently, many different energy-saving solutions are used in residential buildings and social facilities (kindergartens, schools, etc.):
- Devices that automatically measure the flow of hot water and coolant in the heating system are used.
- A battery-powered regulator is used, allowing each resident to adjust the room temperature to their liking.

- The building envelope includes high-quality insulation and triple-pane double-glazed windows.
In addition to standardizing building design, certain measures have been developed to encourage energy-efficient housing construction.For example, there are tax benefits for owners of energy efficient buildings:
- Properties in the high energy efficiency category are not included in the tax base for three years from the date of registration.
- It is possible to double the depreciation rate of that asset.
Tariff incentives are also used as a method to motivate city residents to rationally consume energy sources.
State information system on energy saving
The state information system (GIS) "Energy Efficiency" is the center that accumulates all information on energy saving.Designed for domestic residents, legal entities, and government employees.In addition to informing about new energy-saving solutions, achievements of modern innovators, helping businesses and owners of private homes to reduce energy consumption, the platform is also used by government services to collect information on the energy consumption of budgetary institutions.
The latter function is implemented through the module “Information on energy saving and increasing energy efficiency”.Here, budget institutions and city authorities fill out online energy consumption declarations using the following data:
- Energy passport.
- Charter of the organization.
- Organizational personnel table.
- Invoices for fuel and energy sources.
- Technical passport of the building and data from BTI.
This energy efficiency module enables resource savings of organizations required to report to the federal government on energy resource expenditures, while also providing government agencies with the ability to analyze and draw quick, thorough conclusions on changes in the country's energy policy.
